The concept of clusters on the water is inspired by the existing phenomenon of the autonomously formed villages on the lake. We take the adaptability and diversity from there and propose to im­prove current situation by building clusters as unified structures that are well organized, properly accessible with well-distributed pro­grams. The cluster is composed of 20 units, all together completing a circular configuration.

All the units are literally movable like boats, as in they can free­ly switch their positions within the cluster, or even move away to somewhere else when certain needs emerge. The units are inte­grated by a standardized framework and well connected with each other; in the meanwhile they each function independently, providing space for local people, especially children.
