The project is located in Junhu Park, surrounded by a good environment with woods surrounding the lake, which is an urban living room for citizens. The building should not change and destroy urban public space, and should not affect citizens' public life. On the contrary, the building should be integrated into it with a positive attitude and become a part of the urban living room.

Therefore, in terms of the design concept, the exhibition hall is floating above the park, maximizing the bottom space to the citizens, and not blocking the integrity of the park in terms of sight and behavior. Except for some functions on the ground floor of the building, the rest of the space is built on stilts. And the ground as a whole rises to form a slope, which complements the surrounding park topography. The upper structure is partially hollowed out to form several courtyards, which provides daylighting for the ground. In this way, it not only ensures the integrity and continuity of the ground floor park space, but also forms a leisure semi-outdoor space that complements the park's functions.​

The main body of the upper part is a horizontal linear building, and the milky white glass skin forms a warm and light quality. The hidden LED light array is also ever-changing, making the Urban Planning Exhibition Hall a showcase for the city.
